What is a VvE, and what can it stop you doing to your own apartment?
If you buy an apartment in the Netherlands, you automatically become a member of a Vereniging van Eigenaars, the owners association, usually shortened to VvE. Membership is not optional and neither are its rules.
For most international buyers the surprise is not that it exists, but how far its authority reaches into what feels like your own property. This guide covers where the line runs, which renovation work needs consent, and how to get a decision without losing half a year.
What the VvE actually owns
Your apartment is divided into a privégedeelte, your private part, and gemeenschappelijke gedeelten, the shared parts. Broadly, the inside of your apartment is yours, and anything touching the structure, the building envelope or shared installations belongs to the association. The precise division is in the splitsingsakte, the deed of division, and it differs per building.

The three that catch people out
Hard floors
Almost every huishoudelijk reglement (house rules) sets a requirement for impact sound insulation, usually expressed as a minimum value. A tiled or LVT floor only meets that requirement with the right underlay. This is by far the most common reason a VvE intervenes after the event, and by then your floor is already down.
Underfloor heating
It changes the floor build-up, affects the same noise requirements and often connects to shared installations. Essentially always a VvE decision.
Structural openings
A load-bearing wall is structure, and structure is shared. That means a structural calculation, a VvE decision and usually a municipal permit as well. Not something to put right afterwards.
Getting a decision without losing months
- Read the splitsingsakte and the huishoudelijk reglement before you make plans.
- Ask the board early for an informal reaction. It is not a decision, but it prevents surprises.
- Submit a complete proposal: what will be done, which materials, which sound insulation value, drawings and calculations.
- Find out when the association meets. Many decide only a few times a year.
- Get the consent in writing, including any conditions attached to it.
